The present invention relates to a pipe elevating and fixing device and, more specifically, to a pipe elevating and fixing device capable of performing subtasks related to a drilling process, such as assembling/separating various kinds of pipes for drilling or installing/separating a Christmas tree and a blow-out preventer (BOP), when a drilling task is simultaneously or independently processed in a drillship; and absorbing impact caused by the drilling process. The pipe elevating and fixing device according to the present invention is a device which is installed on a drillship for a submarine drilling process and which fixes a pipe which is elevated from/to the bottom of the sea. The pipe elevating and fixing device includes a trolley (100) which loads and transfers drilling equipment on a drillship; a fixing member (400) which fixes the pipe being elevated from/to the bottom of the sea; and a hole (150) formed to be vertically penetrated inside the trolley (100) and the fixing member (400). The pipe is vertically elevated via the hole (150).
