PROBLEM TO BE SOLVED: To provide a moving body detection device that is hardly influenced by an appearance of a moving body or an environmental change such as weather, and further to provide a moving body detection system and a moving body detection method.SOLUTION: A moving body detection device includes: a setting section; a feature calculation section; a likelihood calculation section; a likelihood distribution generation section; and a detection section. The setting section sequentially sets search windows at a plurality of positions in a photographic image. The feature calculation section calculates feature quantities of images in the search windows set by the setting section. The likelihood calculation section calculates likelihoods of the images in the search windows indicating likeness to a moving body on the basis of the feature quantities calculated by the feature calculation section. The likelihood distribution generation section generates a likelihood distribution in the entire photographic image from the images in the search windows set at the plurality of positions by the setting section on the basis of a plurality of likelihoods calculated by the likelihood calculation section. The detection section detects the moving body in the photographic image on the basis of the likelihood distribution generated by the likelihood distribution generation section.
