PROBLEM TO BE SOLVED: To solve the problem of unfair charge request in equally requesting the same communication charge for conversation from its start to end of all users even when the users include a user having a non-participation period, for example, in the case that conversation between two transmission terminals receives another speaker of another transmission terminal, or conversation among multiple transmission terminals releases a speaker using any transmission terminal participating in the conversation.SOLUTION: A charge management system calculates a total participation charge for participating in conversation for each user by calculating total participation time for each transmission terminal(S32), calculating a participation charge for each transmission terminal (S33) and summing the participation charge for transmission terminals possessed by the same user (S34). Thereby, an operator can request a user charge corresponding to a period during which a user participates in the conversation and can perform a charge request fair to users.
