PROBLEM TO BE SOLVED: To provide a system for enabling a call receiver to impose a penalty on a caller of a troublesome call.SOLUTION: A troublesome call prevention system comprises: a communication network; a server included in a billing system for managing a communication network charge; and a user apparatus connected to the communication network, where provider identification data is added to a telephone number of a caller. The server included in the billing system comprises: communication request reception means for receiving a communication request for the telephone number; caller identification means for identifying the caller identification data of the caller; caller reference means for referring to information including credit information on the identified caller; communication control means for establishing communication between the caller and a user apparatus of the call receiver, when call incoming to the user apparatus of the call receiver is permitted on the basis of a result of referring to the caller; billing determination means for determining whether or not a penalty charge is imposed on the caller; and billing processing means for performing billing processing on the caller on the basis of billing determination data. |
