The present invention specifically relates to a powder coating material composition which contains a fluororesin containing a hydroxyl group or a carboxyl group, a polyester resin containing a hydroxyl group or a carboxyl group, and a curing agent that is selected from the group consisting of beta-hydroxyalkyl amide, triglycidyl isocyanurate and isocyanate compounds, and which is capable of forming a coating film that comprises a fluorine coating film layer and a polyester coating film layer.
