PROBLEM TO BE SOLVED: To suppress increase in power consumption of a terminal while preventing deterioration of SINR measurement accuracy due to a TPC error at a base station.SOLUTION: A base station device (200) comprises a reference signal reception unit (202) which receives signals including plural reference signals of different transmission intervals. Offset values for controlling the transmission power of the reference signals are set to be different values according to the transmission intervals by a communication opposite device, and the reference signals are transmitted by the transmission power controlled on the basis of the offset values. The base station device (200) also comprises a channel quality estimation unit (210) which estimates channel quality using the reference signals.
