PROBLEM TO BE SOLVED: To manufacture a cold-rolled steel strip prevented from the formation of a push-in flaw in the cold-rolled steel strip by adopting wet temper rolling, and having the same degree of surface smoothness as a cold-rolled steel strip manufactured in the case of adopting dry temper rolling.SOLUTION: A low carbon steel cold-rolled steel strip with a surface roughness Ra of 0.3 μm or less is manufactured by cold-rolling a steel strip made of low carbon steel and then performing wet temper rolling using a bright roll. In the cold rolling, at least one pass is carried out using a dull roll with a surface roughness Ra of 1.0-1.8 μm, and then a final pass is carried out using a smooth roll with a surface roughness Ra of 0.1-0.3 μm. |
