The device has a gas producing cell (101) releasing a quantity of gas (110) between positive and negative poles while passing electrical current, where the gas quantity is proportional to a quantity of the current. A closed envelope encloses the cell in a gas-tight manner, and is partially formed from a flexible material that is impermeable for the released gas. The envelope is arranged in a cavity in which medium (109) to be dispensed is provided, or stays in communicating connection with the cavity via a working medium, where the medium is dispensed from the cavity via a dispensing opening. The gas producing cell is a hydrogen developing cell. The flexible material is a film. The working medium is air. An independent claim is also included for a method for metered dispensing of medium.
