PROBLEM TO BE SOLVED: To provide a transparent conductive film-forming application liquid having improved dispersing stability, and to provide a method for forming a uniform transparent conductive film using the same, and a transparent electrode. SOLUTION: In the transparent conductive film-forming application liquid, fine particles are dispersed which contain one or more metals selected from indium, tin, antimony, aluminum, and zinc. One or more selected from fatty acid having peroxide as functional groups and fatty acid ester having peroxide as functional groups are adsorbed to the fine particles. The transparent conductive film-forming application liquid is used to form the transparent conductive film. The transparent electrode includes the transparent conductive film.
