PROBLEM TO BE SOLVED: To provide a productive reinforcing-bar spacer and a method of manufacturing the same. SOLUTION: The reinforcing-bar spacer includes a spacer body 7 on which a reinforcing bar is placed, and a fastener 9 which is supported by the spacer body 7 so as to press the reinforcing bar. The spacer body 7 includes: a placing portion 15 formed to curve downward on the upper part of the spacer body for placing the reinforcing bar; and a groove portion 21 which is formed on one side of the upper surfaces of the placing portion 15, and reaches the front surface of the spacer body 7. The fastener 9 includes a leg part 31 inserted into the groove portion 21, and a claw part 33 contacting the reinforcing bar placed on the placing portion 15. Since the groove portion 21 reaches the front surface, the fastener 9 can be easily attached to the spacer body 7 even after the spacer body 7 is hardened. In addition, the fastener 9 can be surely attached to a suitable position of the spacer body 7. Thereby, the productivity of the reinforcing bar spacer can be increased.
