Composition, preferably a film-shaped composition, comprises at least one active substance or its salt, at least one complexing agent for stabilizing the active substance or its salt, at least one semi-synthetic hydrophilic polymer and optionally at least one natural hydrophilic polymer. The amount of natural and semi-synthetic polymers is greater than the amount of synthetic polymers in the total composition. At least one semi-synthetic polymer and optionally at least one natural polymer are present in an amount of 30-50 wt.% total composition.
