<p><P>PROBLEM TO BE SOLVED: To effectively reduce flicker according to a voltage fluctuation of the power supply line of a heater, which occurs due to a change in, for example, the operation mode of a device in a heater controlled in the turning on of a light by turning ON/OFF of power supplied by an AC power supply. <P>SOLUTION: On the basis of a voltage detected at the present as an input voltage generated in a power supply line when a halogen heater is turned on, a CPU measures, for a predetermined period, a voltage drop &Delta;V corresponding to an amount of drop from a power supply voltage when no load is applied, and generates a flicker evaluation reference voltage Vr based on the average value of the obtained measurement value (S101). Subsequently, the CPU stores and manages the generated flicker evaluation reference voltage Vref (S102). Thereafter, the CPU performs a setting required for controlling the turning on of a light in order to gradually decrease a voltage to the Vref as a target value with a value determined based on a soft start characteristic corresponding to the Vref and an amount of power of the halogen heater 111 in an operation mode of the device at the present (S103).
