PROBLEM TO BE SOLVED: To secure the reliability of lock release, related to a hydraulic valve timing adjusting device which adjusts the valve timing of a dynamic valve in which a cam shaft is opened and closed by the transmission of torque from a crank shaft in an internal combustion engine by an operating fluid. SOLUTION: The operating fluid enters a lock operation chamber 54 and comes out of the chamber via an advancing operation chamber 31a. A direction for changing a rotation phase by the introduction of the operating fluid to the advancing chamber 31a at a release mode is an advancing direction A, the torque in the advancing direction A except for variation torque transmitted to a vane rotor 20 from the cam shaft 2 out of the synthetic torque of rotating torque which acts on the vane rotor 20 at the release mode is advancing torque Tc_a, when the pressure of the lock operation chamber 54 for releasing locking at the release mode is lock threshold pressure PI, the pressure of the advancing operation chamber 31a which is higher than the lock threshold pressure PI and lowers the advancing torque Tc_a in the advancing direction A at the release mode to peak torque Tv_r or lower out of the variation torque in an opposite direction is set as release-time positive pressure Pc, and an opening valve threshold ΔPth at which a check valve 64 is valve-opened is set to a difference between the release-time positive pressure Pc and atmospheric pressure.
