A message broadcast system for broadcasting messages to user devices includes a cell broadcast center and a base station, wherein the cell broadcast center includes an obtaining unit for obtaining a sender identifier from a message broadcast request, a first table associating the sender identifier with identifier information for identifying a message to be added to the message and corresponding to a priority for controlling the order of broadcast messages, a selecting unit for selecting an identifier information corresponding to the sender identifier, a generating unit for generating a message including the identifier information, and a transmission unit for transmitting the message to the base station; and the base station includes an obtaining unit for obtaining an identifier information included in a message from the cell broadcast center, a second table associating the identifier information with a priority for controlling the order of broadcast messages, a priority obtaining unit for obtaining the priority corresponding to the message identifier information and a broadcast controlling unit for controlling the order of broadcast messages based on the priority.
