The present invention relates to a precast concrete wall provided for exterior insulation which is disposed for the objective of the exterior insulation of a building such as an apartment building, which has a concrete panel securely integrated with an insulation material, and which improves heat insulation property by minimizing energy transfer due to a thermal bridge; and to a manufacturing method of an exterior insulation precast concrete wall which efficiently manufactures a precast concrete wall performing the excellent exterior insulation function by efficiently integrating the concrete panel with the insulation material. The present invention provides the exterior insulation precast concrete wall which is formed as one structure by including a concrete panel (1), an insulation material (2) and a connection pin, wherein the connection pin has one end provided with a flange part (31) attached to the outer surface of the insulation material (2) and the other end exposed outside the inner surface of the insulation material (2), and embedded and fixated in the concrete panel (1) for being combined with the concrete panel (1); and the manufacturing method of the exterior precast concrete wall.
