The present invention relates to high refractive and high transparent optical glass, the purpose of the glass, an optical element, and a method for manufacturing the optical glass or the optical element. The optical glass includes La203, Si02, B203, Ti02 and Ta205, and a proportion by weight of B203 in respect to Si02 is less than 1. The optical glass includes 40.0-60.0 wt% of La203, 5.0-18.0 wt% of Si02, 4.0-10.0 wt% or less of B203, 0.1-10.0 wt% of Ti02, 0.1-10.0 wt% of Ta205, 0-15.0 wt% of Zr02, 0-15.0 wt% of Nb205, 0-5.0 wt% of Y203, and 0-15.0 wt% of Gd203 in respect to 100 wt% of an oxide.
