The present invention is a device which charges a rod bar into a rod mill or takes out the rod bar to outside. The present invention relates to a rod exchanger which is generally organized with a truck and a boom and particularly comprises: an electromagnetic and foldable lift member for holding and elevating the rod bar; a bearing unit which is installed in the truck and rotates the boom and driving units; driving units including rollers which horizontally move the rod, a roller chain, and a stepping motor, or an inverter motor; a linear guide member which moves the boom forward and backward; and a stopper for stopping the movement of the rod. The present invention can provide safe work environment to workers and shorten working hours by enabling the workers to take out the rod bar or charge the rod bar into the rod mill by controlling from the outside without going into the rod mill.
