摘要 PROBLEM TO BE SOLVED: To provide a method of manufacturing a member for steam turbine equipment capable of demonstrating oxidation resistance even in a high temperature environment, the member for steam turbine equipment, a governing valve, and a steam turbine.SOLUTION: In a method of manufacturing a member for steam turbine equipment, first of all, a metal member consisting of a first metal material and having heat resistance and an electrode consisting of a second metal material different from the first metal material are retained with a gap therebetween. A voltage is applied to the metal member and the electrode to generate discharge in the gap, thereby forming a sedimentary layer that has the second metal material on a surface of the metal member and forming a diffusion layer in which the second metal material is diffused in the metal member. Then, the sedimentary layer is removed to expose the diffusion on the surface of the metal member, and the diffusion layer exposed on the surface of the metal member is oxidized to form an oxide film of a second metal on the surface of the metal member.
