PROBLEM TO BE SOLVED: To reduce time required for estimating a failure position by estimating a failure position of a phone line without relying on the experience of a worker.SOLUTION: A failure position estimation device comprises: a line information acquisition section 6 for acquiring line information from a facility database 1; a rail track information acquisition section 7 for acquiring rail track information from the facility database 1; a line status grasping-table creation section 9 for acquiring connection information of a cable and a connection terminal box from the rail track information, grasping a usage status of a core wire in each connection terminal box from the line information, and creating a line status grasping-table indicating the usage status of the core wire in each connection terminal box; a score calculation section 10 for totaling the number of core wires for each usage status and the number of housed core wires for each connection terminal box on the basis of the information in the line status grasping-table, and calculating a score of each connection terminal box from the totaling results; and a failure position estimation section 11 for estimating a failure position of a phone line on the basis of the score calculated by the score calculation section 10.
