PROBLEM TO BE SOLVED: To provide a prediction program, a prediction device and a prediction method capable of increasing the prediction accuracy of waiting state at plural passing points.SOLUTION: The prediction program causes a computer to execute: to generate moving body data including a direction and a start point of a movement of a moving body in a simulation space at a predetermined timing; to identify passing points included in a predetermined range from the present point on each moving body data at specific intervals; to select a positional relationship with the moving body data and one passing point from the specified passing points on the basis of the length of waiting line; to update the direction of the moving body in the data to the direction of the selected passing point; to change the direction of the moving body in the data when the moving body interferes with another moving body if the moving body moves a predetermined distance to the direction and update the present position to a point after the movement; to increase the length of the waiting line at a passing point when any moving body is included within a predetermined range from the passing point; and to reduce the length of waiting line at a passing point on the basis of passing time at each of the passing points.
