PROBLEM TO BE SOLVED: To accurately calculate one-way transmission time between a client and a server.SOLUTION: A communication device according to an embodiment is a communication device for performing communication with a first communication device through a transfer device comprises: a setting unit for setting a size of a first packet; a creation unit for creating the first packet having the size set by the setting unit; a transmission unit for transmitting the first packet to the first communication device; a reception unit for receiving a second packet from the first communication device; and a first processing unit for calculating transmission time of the first or second packet between the first communication device and the communication device. The setting unit sets the size of the first packet so that a period during which the first packet waits at the transfer device because of the presence of a third packet transmitted by a second communication device is within predetermined time, where the period is calculated assuming that the third packet is input to the transfer device before the first packet is input to the transfer device.
