This invention performs stable filtering without relying on an image signal to be input. An image-filtering device (10) is provided with: an input unit (11) for inputting an image signal; a filtering unit (13) for weighting the differences between the signal intensity of a target pixel and the signal intensities of pixels surrounding the target pixel from among the pixels making up the image signal inputted by the input unit (11), and adding together the signal intensity of the target pixel and a value obtained by using a set coefficient gamma as a multiplier for a value obtained by summing the differences between the signal intensity of the weighted target pixel and the signal intensities of the pixels surrounding the target pixel, whereby the post-filtering signal intensity of the target pixel is calculated; and an output unit (12) for outputting an image signal made up of pixels of the post-filtering signal intensity calculated by the filtering unit (13).
