PROBLEM TO BE SOLVED: To reduce labor and cost for content data creation work.SOLUTION: A content creation device includes: a template registration unit for registering in a storage unit a screen template indicating a screen display design to be displayed on a display unit; a material data registration unit for registering in the storage unit content material data to be set to the screen template; and a content creation unit for generating a content registration screen having a setting item in accordance with a target element to which the content material data is to be set in the screen template and for creating content data obtained by setting to the screen template the content material data input to the setting item of the content registration screen. The material data registration unit registers POP data created by referring to POS master data managed by a POS server as the content material data.
