A light deflector (104) for deflecting and emitting incident light by changing the refraction index of a liquid crystal, the light deflector (104) being provided with: a mutually opposing pair of ITO membranes (101a, 101b); a plurality of prisms (102a) provided between a pair of transparent electrodes, the prisms being arranged in a row on one of the opposing faces of the pair of transparent electrodes; two spacers (102b) provided between the pair of transparent electrodes, the spacers being wider than the plurality of prisms in the direction facing from one to the other of the pair of transparent electrodes, and being of equal width; and a liquid crystal (103) provided in a portion of the space between the pair of transparent electrodes other than the location of the plurality of prisms and the two spacers.
