The arrangement (10) has two pipes (14,16) connected at lower circumferential edge with two base plates (22,24) on which two interfacial layers (26,28) over pipes. Two copper layers (34,36) are formed on circumferential surfaces of pipes. Two electrolysis spaces (I,II) are formed between seal plates and interfacial layers. The gas separators (46,48) in electrolyzer (20) between pipes are used to lead out gases e.g. hydrogen and oxygen. An aperture (58) is formed between electrolysis spaces to completely receive isolating fluid (60) from electrolyzer in a pressure tank (12).
