PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane capable of reducing electric resistance on a contact plane between the polymer electrolyte membrane and an anode and a cathode and a manufacturing method thereof.SOLUTION: A polymer electrolyte membrane has a matrix structure of a nanofiber formed in an electric field spinning method and includes: a sheet-like porous core having a first surface and a second surface at the opposite side thereof; and a polymer electrolyte impregnated in the porous core. Compering the average of maximum fiber diameter in a plane direction of the porous core of the nanofiber at the vicinity of the first surface and the vicinity of the second surface and in the central area in a thickness direction of the porous core, the average Ds1 of the maximum fiber diameter of the nanofiber in the vicinity of the first surface and the average Ds2 of the maximum fiber diameter of the nanofiber in the vicinity of the second surface are smaller than the average Dc of the maximum fiber diameter of the nanofiber in the central area in the thickness direction of the porous core.
