PROBLEM TO BE SOLVED: To provide a method of manufacturing resin particles capable of obtaining resin particles with a desired particle size in a short time and capable of including a large amount of a release agent in a binder resin, and a method of manufacturing an electrostatic latent image developing toner.SOLUTION: Using a microreactor, resin particles containing at least a resin and a release agent are obtained by mixing a first stock solution and a second stock solution together and aggregating (A) resin fine particles and (B) release agent fine particles. The microreactor includes: a stationary disk A and a rotating disk B that are two discoid discs disposed to form a gap between circular surfaces of the two discs; a first stock solution feed part feeding the first stock solution as a dispersion liquid, wherein (A) the resin fine particles containing at least a resin and (B) the release agent fine particles are respectively dispersed in a dispersant, to the gap; and a second stock solution feed part feeding the second stock solution containing an aggregating agent to the gap.
