The present invention relates to a heat control plate for battery cell module and battery cell module having the same, and more particularly, to a heat control plate for battery cell module and battery cell module having the same which maintains an appropriate temperature of a battery regardless of changes in user environment to prevent the battery performance from deteriorating. To this end, the present invention comprises: a polymer composite sheet having elasticity which corresponds to volume changes of battery cell as an interfacial part inserted between battery cell layers; a heat transfer plate with high thermal conductivity which is adhered to both sides of top and bottom parts of the polymer composite sheet; a phase transition part which is arranged adjacent to both sides of the left and right parts of the polymer composite sheet; and a pair of heat pipe which is inserted to the polymer composite sheet in a plate direction with one end protruded outside the phase transition part.
