PROBLEM TO BE SOLVED: To provide a rate control method for multi-layered video coding, and a video encoding apparatus and a video signal processing system using the same.SOLUTION: The rate control method for multi-layered video coding comprises: encoding input video data at a first layer; generating encoding statistical information based on a result of the encoding of the input video data at the first layer; determining target numbers of bits to be respectively assigned to regions in a second layer, by using the encoding statistical information; and performing encode processing of the input video data at the second layer, based on the target numbers of bits.
