<p>Techniques for optimizing and selective management of policy deployment/delivery to mobile devices in a congested network to prevent further network congestion (for example) are described. In order to address mobile network congestion it is necessary to be able to enforce network management policies on the devices which are specifically in, and likely to remain in, the congested areas. The process of determining and tracking where a device is geographically located consumes network resources. Thus, it is crucial to determine the location of a device in the network with sufficient accuracy such that congestion management policies can be applied effectively while not unduly taxing the network with additional traffic. A mobile device is determined to be in a stable location if it remains within a particular location for the duration of a stability interval provided by a network. Consequently, management policies are only deployed to devices determined to have a stable location.</p> |
