<P>PROBLEM TO BE SOLVED: To provide a sealing device capable of restraining torque without causing abrasion of a lip, and a rolling bearing having such a sealing device. <P>SOLUTION: A plurality of first connecting parts 54 for connecting a first axial lip 51 and a second axial lip 52 of an elastic member 41 in a paddle shape are formed, and a plurality of second connecting parts 55 for connecting the second axial lip 52 and a radial lip 53 of its elastic member 41 in a paddle shape are formed, in the elastic member 41 fixed to a core metal member 40.
