PROBLEM TO BE SOLVED: To provide a queue management system and method for reliably preventing an overflow of a queue, and quickly processing the queue. SOLUTION: The queue management system is provided with: a primary queue 21 installed in a storage region 2 where available capacity is limited; a secondary queue 41 and an auxiliary queue 42 installed in a storage region 4 where available region is not limited; a storage region 5 installed in a non-volatile storage device; a secondary queue input control device 3 for selecting either the secondary queue 41 or the auxiliary queue 42 as an output destination of the primary queue 21; and a secondary queue output control device 6 for controlling the copy of information stored in the storage region 5 to the secondary queue 41.
