PROBLEM TO BE SOLVED: To provide a toner manufacturing apparatus employing a droplet forming method capable of forming uniform droplets without residual air bubbles upon filling a liquid reserving section with a toner composition liquid. SOLUTION: The toner manufacturing apparatus carries out a periodical droplet forming step of periodically discharging a toner composition liquid through a plurality of nozzles to form droplets by using a droplet forming means, which comprises a liquid reserving section reserving a liquid to be atomized, a thin film having a plurality of nozzles disposed in the liquid reserving section, and a single vibration generating means having a vibrating face parallel to the thin film; and a particle forming step of solidifying the droplets of the discharged toner composition liquid. The apparatus is characterized in that, at the position of a nozzle having the smallest distance L from a sidewall face, in the plurality of nozzles, L and the thickness H between the nozzle face and the vibration face of the vibrating means opposing to the nozzle face are in a relationship of H>L.
