PROBLEM TO BE SOLVED: To provide a building shutter device which is provided with a locking device and which has proper operability without reference to a material of a shutter curtain. SOLUTION: On the indoor side surface of the shutter curtain 3 in a full-closing attitude, a handgrip member 8 is provided for a slat 4 in a position capable of being easily reached by an operator; a locking protrusion 8f is formed on the handgrip member 8; one end 11a of an operation cord 11 is connected to an unlocking lever 10e of a latch lock R which is provided in the shutter curtain 3; and a grip member 12, which is formed with a locking retainer portion 12c engageably/disengageably locked to the locking protrusion 8f, is provided at the other end 11b of the operation cord 11.
