In accordance with an example embodiment of the present invention, responsive to receiving a request for a measurement in a mobile, the mobile determines whether time instances associated with the measurement coincide with time instances of location estimate availability in the mobile. Responsive to determining that location estimates are not available for a substantial fraction of the time instances when the measurement is requested, the mobile changes the time instances for the measurement and/or the time instances of location estimate availability to increase the availability of location estimates for the measurements. |
