The present invention relates to a bonding device and a bonding method and, more particularly, to a bonding device and a bonding method for constructing a secondary barrier in a storage tank for storing liquefied natural gas. According to an aspect of the present invention, the bonding device comprises: a nozzle unit for discharging an adhesive; a sheet spreading unit for spreading a sheet to the adhesive; a heating unit for heating the adhesive on which the sheet is spread; a length-adjustable body on which the nozzle unit, the sheet spreading unit, and the heating unit are successively installed; and a driving unit for driving the body. The body comprises: a first frame which has the sheet spreading unit and the heating unit, and which is driven by a driving unit; and a second frame which has the nozzle unit, and which is coupled to the front end of the first frame to be able to rotate in a longitudinal direction of the first frame.
