The present invention relates to an air heating apparatus and a cooling apparatus using a ring blower. Provided is an air heating apparatus and a cooling apparatus using a ring blower, which comprises a first ring blower (100) equipped with an electric motor driven with the power supply and an impeller rotating in connection with the electric motor, and discharging the air supplied to one side to the other side; a first exhaust pipe (120) connected to the outlet side of the first ring blower on one end; a first branched pipe (122) and a second branched pipe (123) branched based on the three way valve (121) installed in the first exhaust pipe, wherein the first branched pipe is directly connected to a facility (500) and the second branched pipe is connected to a first valve (130) controlling the air discharge rate of the first blower; and a cooling system (400) circulating water to lower the water temperature in the facility, in order to control the water temperature of a tank type fish farm regardless the season and to continuously supply oxygen by having a ring blower capable of producing hot wind by the turbulence, and a cooling system using a refrigerant.
