The present invention relates to a hair cleansing cosmetic composition which fills a container with a non-aerosol type manual pump dispenser with a hair cleanser formed of a surfactant, a foam generation promoter, high class alcohol, a sequestrant, and other shampoo compositions, and enables users to wash hair with the foam generated from pumping the container. The hair cleansing composition of the present invention can reduce the environmental contamination and improve economic feasibility by reducing the washing time and the usage amount of water.
