An embodiment of the present invention provides an apparatus for manufacturing a double pipe and a method for manufacturing the same including: a pipe forming unit that forms a double pipe by doubly winding a steel sheet covered with copper on both side; a heat treatment unit that is located in the lower part of the pipe forming unit and brazes copper layers which abuts on each other in the double pipe; a pretreatment unit that is located in the lower part of the heat treatment unit and coats the double pipe with the melted metal of aluminum and zinc; a cooling treatment unit that is located in the lower part of the first coating unit and cools the double pipe coated in the first coating unit; and a second coating unit that is located in the lower part of the cooling treatment unit and coats, with coating solution, the outer surface of the double pipe which passed through the cooling treatment unit.
