FIELD: radio engineering, communication.SUBSTANCE: method specifically includes the following: determining an initial transmission carrier for transmitting SPS data according to channel condition information of each carrier in multiple carriers and a gain of a matched multi-user multiple-input and multiple-output (MU-MIMO) antenna unit; instructing, to a user, the determined initial transmission carrier for transmitting SPS data; and transmitting the SPS data to the user through the instructed initial transmission carrier for transmitting SPS data.
