PURPOSE: A cosmetic composition which includes weight regulator is provided to solubilize or emulsify the oil and water layers and improve the product stability when a small amount or no surfactant is available. CONSTITUTION: A cosmetic composition which includes weight regulator has oil and water layers including weight regulator to be solubilized as well as emulsified and includes less than 0.5 weight% of the total weight composition included/not included a surfactant. The surfactant includes less than 0.1 weight% of the total weight of the composition. The difference between the weight of the oil layer including the weight regulator and weight of the final composition has no difference or is less than 0.02. The weight regulator has a weight over 0.990 at 20°C. The weight regulator comprises the following content: 1.0 = (rate of the weight regulator X rate of the weight regulator among oil layer) + (weight of other oily component X rate of other oily component among oil layer). |
