The present invention relates to a method for estimating water contents in fresh concrete or mortar which is capable of accurately measuring water contents contained in mortar by vaporizing at room temperature without generating hydration of water contained in concrete or mortar with cement by using a vacuum dehydration principle. The method for estimating water contents according to the present invention comprises the steps of: (S1) collecting concrete or mortar samples with a predetermined volume and measuring weights; (S2) adding the concrete or mortar samples to a vacuum pack or a vacuum chamber; (S3) depressurizing the vacuum pack or vacuum chamber at a predetermined pressure and maintaining a predetermined time; (S4) remeasuring the weight of the concrete or mortar samples after the predetermined time; and (S5) calculating the vaporized unit quantity of water based on the weight difference measured in S1 and the remeasured weight in S4.
