The present invention relates to a synchronization device for transmitting content in a CDN capable of distinguishing caching-required content and caching-not-required content, defining a caching rule, and uniformly applying the caching rule to all cache servers and a device thereof. To do so, an administrator designates caching-required content and caching-not-required content on a monitoring unit, which is included in a content and management server, defines a caching rule, sends the caching rule to the agent unit of each cache server, and requests the setting of the caching rule. The agent unit distinguishes content-required content and caching-not-required content following the request from the monitoring unit to set the caching rule, checks if the concerned content requires caching or not according to the caching rule when the content is received from the content and management server, and performs caching on the concerned content if the content requires caching. By doing so, caching-required content and caching-not-required content are distinguished to define a caching rule and the defined caching rule is applied to all cache servers, thereby caching necessary content only in the caching servers and thus maximizing the use efficiency of the caching servers.
