The present invention relates to a system and method for managing an intelligent parking lot using a cart system which loads a vehicle to park in a cart and automatically moves the vehicle to an empty parking space and manages the vehicle. The system for managing the intelligent parking lot comprises; the cart system which loads the vehicle to park in the cart and moves the vehicle to the empty parking space and parks the vehicle to the empty parking space and moves the vehicle to a designated exit while the vehicle is loaded in the cart; an intelligent controller which controls the cart system and senses the empty parking space of a parking lot in real time and controls so that the vehicle is moved and parked to the parking position in the movement of the cart and controls the release of the vehicle; a remote controller which reserves a parking space of a vehicle operator by communicating with the intelligent controller and selects the release of the vehicle and performs the payment of parking expense; and a unmanned parking machine which checks a parking lot approach vehicle and opens and blocks an entrance and settles up the parking expense by communicating with the intelligent controller.
