PROBLEM TO BE SOLVED: To provide an object detection device that can detect presence or absence of an object from a blurred image captured while being moved, and further to provide an object detection method and an object detection program.SOLUTION: An object detection device has an image acquisition section and a determination section. The image acquisition section acquires one or more detection target images captured while being moved in a second photographic range included in a predetermined first photographic range. The determination section determines whether or not an object that is not captured in one or more reference images and is captured in one or more detection target images is present in response to a difference between a frequency of a histogram of pixel values generated for each of a plurality of first areas extending in a direction of a blur generated due to movement in one or more reference images captured while being moved in the first photographic range and a frequency of the pixel values for each second area of one or more detection target images corresponding to each of the plurality of first areas.
