PROBLEM TO BE SOLVED: To provide a technology capable of reducing the number of character strings which become an object of translation into a local language, and eliminating inconsistency between a character string expressed in a master language and a character string expressed in the local language.SOLUTION: An extraction unit 38 extracts a master language character string corresponding to a disclosure level which corresponds to at least one of a function of electronic equipment and use authority of a user with the electronic equipment as a character string of an object of translation, from master language data which is expressed in the master language and which defines the master language character string used for a user interface of the electronic equipment. A complementary unit 40 receives local language data which is expressed in a local language different from the master language, and which shows the correspondence relation between a local language character string used for a user interface and the extracted master language character string; and complements the correspondence relation based on the master language data.
