PROBLEM TO BE SOLVED: To provide a distribution system capable of reducing failures in content recording.SOLUTION: A tuner part 11 outputs a multimedia signal by demodulating a broadcast wave. A packet transmission part 101 transforms the multimedia signal into a time-series data packet and transmits the packet to a receiver 2. A control right processing part 103 grants the receiver 2 control right depending on a control right command. A storage part 14 stores the control right granted to the receiver. A command processing part 102 discontinues command processing if the command requires control right and the receiver having transmitted the command is not granted the control right. A reproduction processing part 201 extracts a multimedia signal from the data packet and reproduces the signal. A command transmission part 202 transmits the command to a transmitter . A control right command transmission part 203 transmits the control right command to the transmitter.
