PROBLEM TO BE SOLVED: To obtain an integer conversion and quantization device which can select a conversion size which is small in code amount and can reduce computing machines and processing cycles.SOLUTION: Integer transformation units 7a, 7b and 7c convert an input image with integer precision in a plurality of sizes differing from each other. Quantization units 8a, 8b and 8c each quantize the conversion results produced by the integer transformation units 7a, 7b and 7c. Non-zero number count units 9a, 9b and 9c each count the number of non-zeros in a plurality of quantization results obtained by each of the quantization units 8a, 8b and 8c. A non-zero number comparison unit 10 outputs a quantization result which is smallest in the number of non-zeros among the plurality of quantization results. |
