PROBLEM TO BE SOLVED: To provide an image conversion device and an image conversion method that can convert from an original photographic image to not only a merely picturesque image, but also generate a picturesque image as if much more drawn by a hand drawing of a human being.SOLUTION: An image conversion device 1 is configured to include: means 2 that selects a picturesque image serving as a model; means 3 that extracts a contour line image and an area image respectively in the model image and an original image; means 4 that selects a small size rectangular segment in accordance with characteristics of the contour line image and the area image of the model image; means 5 that selects a small size rectangular segment in accordance with characteristics of the contour line image and the area image of the original image; means 6 that calculates a difference or its degree between the characteristics of the small size rectangular segment in the model image and the small size rectangular segment in the original image and estimates a conversion formula and its parameter; and process means 7 that performs a deformation process or a picturesque process to entirety of the original image on the basis of an estimated estimation formula and parameter and generates a conversion image.
