PROBLEM TO BE SOLVED: To generate appropriate key data while restraining reduction in safety.SOLUTION: A key data generation device comprises: a random number generation unit which generates pseudorandom numbers; a key generation unit which generates candidate key data for key data on the basis of input information including inherent information and the pseudorandom numbers generated by the random number generation unit and a designated key derivation function; an information storage unit which stores therein statistical information on key data generated in the past; a calculation unit which at least calculates uniformity verification information indicating the statistical uniformity of key data as verification information indicating a statistical deviation in key data on the basis of the statistical information stored in the information storage unit and the candidate key data generated by the key generation unit; and a determination unit which determines whether an aggregate of key data including the generated candidate key data satisfies a condition for uniformity on the basis of the uniformity verification information calculated by the calculation unit and thereby determines whether a statistical deviation will occur, and, when a statistical deviation is determined not to occur, outputs the candidate key data as key data. |
